ASSEMBLY SUBSTITUTE AMENDMENT 1,
To 1995 SENATE JOINT RESOLUTION 27

SJR27-ASA1,1,4 1To amend section 4 (1) and (3) of article VI and section 12 of article VII; and to
2create
section 4 (1) (b) and (c) of article VI of the constitution; relating to:
34-year terms of office for, and the restriction on holding any other office by,
4certain county officers (first consideration).
SJR27-ASA1,1,5 5Resolved by the senate, the assembly concurring, That:
SJR27-ASA1, s. 1 6Section 1. Section 4 (1) of article VI of the constitution is amended to read:
SJR27-ASA1,1,117 [Article VI] Section 4 (1) Sheriffs, coroners, registers of deeds, district
8attorneys, and all other elected county officers
(a) Except as provided in pars. (b) and
9(c) and sub. (2) and
except for judicial officers and chief executive officers, all elected
10county officers
shall be chosen by the electors of the respective counties once in every
112 years.
SJR27-ASA1, s. 2 12Section 2. Section 4 (1) (b) and (c) of article VI of the constitution are created
13to read:
SJR27-ASA1,2,314 [Article VI] Section 4 (1) (b) Beginning with the first general election at which
15the governor is elected which occurs after the ratification of this paragraph, sheriffs
16and registers of deeds shall be chosen by the electors of the respective counties for

1the term of 4 years and surveyors in counties in which the office of surveyor is filled
2by election shall be chosen by the electors of the respective counties for the term of
34 years.
SJR27-ASA1,2,84 (c) Beginning with the first general election at which the president is elected
5which occurs after the ratification of this paragraph, district attorneys, clerks and
6treasurers shall be chosen by the electors of the respective counties for the term of
74 years and coroners in counties in which the office of coroner is filled by election shall
8be chosen by the electors of the respective counties for the term of 4 years.
SJR27-ASA1, s. 3 9Section 3. Section 4 (3) of article VI of the constitution is amended to read:
SJR27-ASA1,2,1210 [Article VI] Section 4 (3) Sheriffs shall may not hold no any other partisan

office. Sheriffs may be required by law to renew their security from time to
12time, and in default of giving such new security their office shall be deemed vacant.
SJR27-ASA1, s. 4 13Section 4. Section 12 of article VII of the constitution is amended to read:
SJR27-ASA1,2,1814 [Article VII] Section 12. There (1) Beginning with the first general election at
15which the governor is elected which occurs after the ratification of this subsection,

shall be a clerk of the circuit court chosen in each county organized for judicial
17purposes by the qualified electors thereof, who shall hold his office for two 4 years,
